										<content:encoded><![CDATA[<h3><strong>Cosmetic Ingredient Glossary</strong></h3>
<p>On 20<sup>th</sup> of December 2018, the European Commission sent a draft notification (G/TBT/N/EU/637) to the World Trade Organization. According to the notification, the EU <strong>is establishing a new glossary of common cosmetic ingredients for use in the <a href="https://www.ceway.eu/cosmetics-regulatory/">labelling of cosmetics</a>.</strong>  The main objective of the draft is <strong>to unify labelling</strong> of cosmetic products and <strong>facilitate identification of cosmetic ingredients</strong>.</p>
<p>The inventory of ingredients used in cosmetics products and the common ingredients nomenclature were established in 1996 by <strong>Commission Decision 96/335/EC</strong> and updated in 2006 by <strong>Commission Decision 2006/257/EC</strong>. Due to many new ingredients introduced onto the market every year, the inventory and the nomenclature have become outdated. The proposal states, that the list of ingredients found in Decision 96/335/EC should be replaced and adopted. The new version would be published in English.</p>
<p>The proposal states that, according to <strong>Regulation (EC) No 1223/2009</strong>, the <strong>CI number</strong> should be listed as the common ingredient name for <strong>colorants</strong> other than colorants intended to colour the hair.</p>
<h4>Commission Decision</h4>
<p>The Commission Decision also states, that for the ingredients found in perfume and aromatic compositions that do not have an INCI name, the new glossary should contain the <strong>perfuming names</strong> that have already been used for them in the EU.</p>
<p>The common ingredient names listed in the glossary <strong>are to be applied on the labels</strong> of the cosmetic products placed on the EU market, <strong>at the latest 12 months after publication of the glossary</strong> in the <em>Official Journal of the European Union.</em></p>
<p>The proposal is opened for comments until February 18, 2019.</p>

<p><strong>Proposed date of entry into force:</strong> 20 days from publication in <em>the Official Journal of the EU</em></p>
